I get the impression that Snape was quite poor growing up:

He lived in Spinner's End, which seems to be a run-down industrial type neighborhood...he was always dirty and neglected looking and such...skinny and sickly...

...so it makes since that he had his mother's hand-me-down Potions book.

not even necessarily his mothers, but most likely. he just had a used book most likely and wrote all of the infamous scribbles all over it.

Okay so,every 6th year needs to purchase a new potions book, but wouldnt Bill have needed potions to work with curses n stuff in Gringotts? So,wouldnt ron just have got a hand me down instead of buying one?I dont have the book with me,but i think he purchased his book?

I know i saw some way around Harry n the book, but its gone out of my head,I`ll post if it comes back to me.

You don't have to buy a new one. You can use a hand-me-down. Harry didn't have anyone to hand one down to him, so he had to buy one. Plus, he wanted a new one to switch with the Half-Blood Prince's. As for Ron's, he did buy one. Maybe his brother's were too torn and ragged to bother. Or....Bill most likely received a new one. He could have passed it on to Charlie who gave it to Percy. I doubt Fred and George took Advanced Potions which means Percy might still have it and no one is talking to him. So perhaps Ron had to buy a new one.
