Why can Harry do magic at the Dursley's?

In either The Prisoner of Azkaban or The Goblet of Fire movie (sorry I can't remember which one!) Harry is under his bedsheet reading a book and using the "Lumos" spell to light up his wand. Uncle Vernon comes in to check on him. I thought underage wizards couldn't do magic outside of Hogwarts?
