If Harry is going to meet RAB and team up with him to find the remaining horcruxes (which could happen, unless RAB is dead)
I don't think any more main characters would be introduced, and R Black has been mentioned 3 times in the 6th book and at least once in the 5th.
Plus, Mrs. Figg was mentioned in the first book, along with Sirius Black, and they became important, couldn't the same be true for a character who's been mentioned at least four times?! (Probably more)

Oh yeah! The bartender at Hog's Head could definitely be Dumbledore's brother. Harry will probably meet him. If the bartender is Dumbledore's brother, he's going to know something useful.
