In the book she is supposed to be an evil fascist, taking away the civil rights of the students. She's a bigot, an oppurtunist, and very cruel.
In the film the screenwriter portrayed her as more of an annoying bug than a real piece of garbage, in my opnion.

Well I think it was supposed to be like that since they need to put a first impression too all movie watchers that she is an evil toad from who knows where. Some of them didn't read the book and watch the movie so maybe, they just need to set it in them that she is evil.

she was so unbelieveably cruel, and was so perky about it too.
i think Imelda Staunton did an amazing job, no matter how much i disliked the character

I found her annoying in both. But, yes, the movie is extremely over dramatic and decided to push it father then need be.
