Because we (the reader) didn't know the name of it, yet.
It put the lights out, hence, put-outer. But it didn't really put the lights out.. it sort of trapped them inside of the contraption. But instead of explaining it all in the beginning, JKR saved it for us til later. _________________

lol, I really hope the original word for it wasn't put-outer. This coming from the same woman who thought up the words Quidditch, Hogsmeade, and Bertie Bott's Every Flavor Bean. _________________

I think put-outer is a funny name, albeit simplistic. I wouldn't be disappointed. _________________

I think she called it a put-outeer because she was trying to show things from a muggle point of view in the first few chapters. We didn't officially get introduced to the wizarding world until Harry did. She wanted to make sure that we had a fresh view of it as Harry entered into the world. I don't know if I am explaining myself right. If there is any confusion, then I'll try again later. _________________

She used 'muggle' before we knew what it was, a wizard called Dursley one the day after Voldy 'died' the first time. Dunno if that helps or hinders the argument lol. _________________

It actually helps, because it was heard from the muggles PoV. _________________
