I've been re-reading the harry potter books (started yesterday!) and i realized something that i still haven't been able to figure out.

in the sorcerer's stone, hermione tells harry that she was practicing some spells before she started her first year. did rowling ever state how she was able to do this without getting in trouble with the ministry?

I think that, when they are younger, and before their first year at Hogwarts, it's considered like when they show their skills for the first time. It's only underage magic when they finish their first year or when they are told they are forbidden to pratice magic out of Hogwarts.

it could be that hermione never actually practive the magic, also. she might've read her books (very likely) and practiced some hand movements.

I agree with Charlotte. Harry also did some unintentional magic (i.e the snake's glass disappearing, making his hair grow back) and didn't get in trouble for it, but when he blew up marge in his third year he was called in by the ministry. Smile
