In the third film, Fudge tells Harry the Ministry doesn't send wizards to Azkaban for blowing up their arm (Harry "blew-up" his Aunt)...And then in the fifth film, they have this whole case on nearly expelling Harry because he defended himself and his cousin against the Dementors.
Both were in the presence of Muggles, what makes the Patronus charm any different? Is it because of the use of a wand?

In Order of the Phoenix Fudge has become paranoid and blind to the realities of the world. Voldemort is back and Fudge doesn't want to admit that. To admit it, even to himself, would mean that his perfect little wizarding world is going to come crashing down around him.
Fudge turns his fear of that reality into paranoia that DD is trying to take over as Minister of Magic.
Fudge takes his fears out on Harry, since he believes Harry to be DD's little protege. If he can make Harry look like a liar, than people won't believe him. And then Fudge doesn't have to deal with people freaking out about Voldemort returning.
In PoA Harry was a sign of hope... a symbol of Voldemort's reign coming to a close. At the end of GoF, Harry was saying that Voldemort had returned. Fudge didnt' want that change... he wanted things to stay the way they were. So he did all he could to make Harry out to be a liar, so people wouldn't believe him, and, as a result, not believe DD, either. _________________ Blame it on a simple twist of fate. ~ Bob Dylan
