He was at full power after Wormtail did that spell/potions thingy on him in GoF, the one that required Harry's blood. So by OotP he had his power back. But he wanted to stay low so he could attempt a sneak attack on the ministry.

I would say that Voldemort no matter how great a wizard he is would have taken a couple of years to recuperate after being nothing but a broken spirit. I would say The order Of The Phoenix would be a more logical answer
