In PoA, Malfoy has a new thug who often takes the place of either Goyle or Crabbe and sometimes all 3 are around Malfoy. There was also a black kid with two crucial speaking parts(defines the grim and talks about Sirius Black). Who were these two and why were they only in this film?

they were probably glorified extras who were given a bunch of lines.
it annoyed me to no end. i mean, that one kid who had all those lines in the divination class and again when they were reading the newspaper.... you had the actor playing seamus right there... why the film makers gave those lines to him i have no idea, but it bugged the heck out of me.
and that other kid, the thug around malfoy... i'm guessing the actor couldn't make it that day, so they just pulled in another actor to take his place... just another sytherin, i guess.

That Kid, OMFG, the one in the divination class, reads the paper and hes also in HoneyDukes with a big heart shaped candy floss. I swear theres 5 boys and 5 girls in each year, who the EDITED is he!! He annoys me so much... I sometimes wish I could kill him... hmmm...
Anyway, back to non-psycho mode...

I wondered who they were. They must have just been additions, like Nigel, from the DA. He wasn't in the book, but was in the movies.

I think he was a sub for the guy who wasn't there at the time. I think it was Goyle or ya... He didn't fit the part at all and he really bugged him.

The bloke who says: It's like catching smoke...like catching smoke with your bare hands' he irritates me. I hate how he has more lines than Gionny!!!!  I mean, Ginny, one of the key characters and she's given less lines than some extra who won a competition or whose parents work on the set....

That part really bothered me too I mean why do their random made up characters get lines when poor seamus who is actually part of the story just sits there

If they wanted another dude to do the part of one of Malfoy's thugs, they should've at least gotten another fat kid in there. Not some skinny twerp (sp?).
