Not in the movies they aren't. They're blue. Daniel Radcliffe's eyes reacted badly to the contacts. JKR said the color isn't important, just the fact that they are the same color as his mom's is whats important.

In the books they are green, though,

They do have a laser surgery, but it is too expesnsive for many people. I know I couldn't afford it. I only have astigmatism in my right eye. It's not bad yet, though, so eye doctor's haven't fitted me to contacts to correct it yet. Contacts for astigmatism are more expensive and really hard to fit.

Sometimes they do appear green, but that is probably just the green screen or lights being reflected in them.

I think because of the letter Pentunia received from Dumbeldore "Remember my last" provoked her to cater to Harry's basic needs as a child... which is why he wasn't actually starved to death.
