Fiona Shaw has been listed on the Internet Movie Datbase as returning in her role as Aunt Petunia. So far, any appearance in this film has not yet been confirmed by Warner Brothers, though.

We know Richard Griffiths confirmed he wasn't going to be in this... maybe we took it for granted they were a packaged deal.
But in GoF, Arthur was in there without Molly.

We find out she's a werewolf and she mauled Vernon and Dudley (that's why their actors haven't been cast) and then she comes to finish off Harry with the DE's at the Burrow but Lupin shows up and kills her.
