I think every heir could speak it,not distantly though.I don't think Merope spoke it very often though,because as Dumbldore said she was restrained(not exact word I know)with her magic when she lived with her father and barly spoke so why speak in parseltongue

I've also wondered why there should be a barrier to someone learning parseltongue. I suppose it could be a matter of pronunciation; perhaps it's hard to grasp if you aren't born with the ability, and that impedes you being able to use it properly.
I would have thought it could have something to do with a snake's sense of hearing. It's been generally accepted that since snakes have no external ears, they can only 'hear' vibrations that pass through the ground, through their jawbone, and on to their auditory (ear) bones. That could have suggested that parselmouths were born with some ability to produce sounds in a manner that most people can't. Parseltongue is also a language that can be learnt (Dumbledore knew it, Ron managed to speak a word in it), but if you learnt it you would have to actually focus on making the hissing sounds. Similar to the difference between a Metamorphmagus and human transfiguration.
Therefore, I believe the language is inherited, although it is rare. Metamorphmagi are also rare, but Tonks's son inherited it. yes! i agree with you there, and i have no doubt Dumbledore woulda learned it. and yeah, the only reason why Ron knew a word of it was because he heard Harry say that word a lot.
