I think Victor will be at the wedding and ask Hermione to dance. Ron will be mad as hell and go over to Harry who is helping himself to some refreshments and Ron will just stalk over to them dancing and say "Do you mind if I cut in."

Victor will be so taken aback he won't know what to do and Ron will start dancing with Hermione and kiss her, leaving Harry and Victor in shock.

Just the impetus Ron needs to make his move. And JK said Krum would be back...it would make sense that he was at the wedding, since he and fleur were champions together.

No, I think Hermione and Viktor are over, they're just friends now.

Ron was looking at Hermione suspiciously.
"You're not still in contact with him are you?"
"So what if I am?" said Hermione coolly, though her face was a little pink. "I can have a pen pal if I --"
"He didn't only want to be your pen pal," said Ron accusingly.
Hermione shook her head exasperatedly and ignored Ron, who was continuing to watch her.
