I dunno what their scapegoat happens to be, but the real reason those people were 'dishonorably discharged' is because those things are considered unchristian.

Priests might have thought it was okay because they were a servant of God and they possibly believed he could forgive them for any "Sins" they made.

A better theory is that they think it's ok... oh, I dunno... maybe because the bible doesn't condemn it anywhere? That's right, no two consenting adult men can sleep together, but a man and a boy can have just as much unconsentual sex as they (or one of them for that matter) wants, because according to the bible, that's not a sin. In many parts of the bible, rape is condoned, so I guess the priests think god is cool with it.
