Percy was Head Boy in CoS and did have the authority to dock points from houses


Also Draco was a part of the inquisitorial squad so he was able to dock points either way because umbridge gave him that ability

i read in an interview somewhere that when ron says perfects can't dock points, that he had actually got it wrong and that they actually can.
