Close, it's spelled Victoire. And it means "victory" in French.

And, no, it doesn't actually say so in the books, but JKR probably made it obvious enough that you picked up on it. Afterall, James comes running in yelling about how she's their cousin. And the name is French.

It was Bill and Fleur because it's a French name and Fleur is french and also has a french name. It's also been comfirmed by JKR like GinnyX said.

we assume it is bill weasley because that is her first husband but this is years later...
and shes a beautiful woman...

Well, there is a Bill Smith that was mentioned in GoF. He played for the Argentine Quidditch team. He was the won who kicked that goal in and won the match for his country with seconds to spare!
