If you had to make a ranking table (criteria - the relative magical power of different non-human or semi-human beings that were mentioned in the books), how would you order them (going from highest/most superior to lowest/most inferior).

1. Centaurs (impressive how Firenze managed to save Harry from Quirrell).
2. Unicorns. (described as pure and very strong by Hagrid, werewolves are unable to catch them).
3. Goblins. (skilled in many arts - amazing powers of deception).
4. Dementors.
5. Werewolves.
6. Sphinx.
7. House Elves.
7. Dragons.
8. Hippogriffs.
9. Giants.
10. Boggarts.
11. Thestrals.

etc.

I think the Phoenix should be on your list and it would be very near the top on my own list.

I would put the House Elves at the top of my list... they seem to contain very powerful magic.

They're not exactly powerful but Hinkypunks are really annoying as are redcaps.
