Krum HAS to speak because he has to mention Gregorovitch, right?
It's him who first talks about the sign around Mr. Lovegood's neck being the sign at Durmstrang.

yes he did have a few lines in GOF and sounded sweet when asking Hermione to write to him and he also say to her "Promise"...ohh man I'll promise you 
And hermione mentions that " He's more of a physical being, he mostly watches me study" she adds this BIG word into it but not sure about it its like loquacious i think it was
But would love to see more of him and in this case hear more of him
