In GoF, not all girls there were Veelas, I think, but she said something about them having silver hair.

Technically, their hair was described as "white-gold." I see this as being disctinctly different as silvery-white. I see the description that Jo gave as pale blonde hair that is luminescent without having any actual light coming from their heads.
