Two things, actually.
One: why is Dumbledore so impotent against the Ministry's overt interference? He barely does a thing, other than resist arrest late in the book.
Two: why is Fudge now so malevolent? In POA, he was downright paternalistic; very merciful. Now, he is so very unmerciful, he's ready to send Harry to Azkaban for defending himself against dementors! I didn't really see the logic in just how hostile Fudge had become towards Dumbledore and Harry. |

| Plus, Fudge was affraid of loosing his position cuz of DD. So, because Harry was obviously a DD supporter, Fudge was willing to do ANYTHING to get HArry out of the way. So he ruined HArry's rep because a lot of ppl worshipped him and stuff. Once he and DD and anyone else who supprted DD were out of the way it was smooth sailing in Fudges mind. |

it says in one of the books. i think the fourth. he wants to keep hte voldamort thing downlow because of all the work the ministry would have to do

There wasn't much DD could do about their intereference. The ministry had a absolute power. And sure enough the seond they had the chance to arrest DD, they grabbed for it, so DD had to flee so he could still be of use to the Order.

In PoA he was just relieved to see his Voldemort destroying poster boy was still alive.
Now (in OotP) Fudge is so panicky that was DD and Harry is saying is true he is acting hastily and irrationally. A part of him doesn't want to believe it could be true, so he's acting out on DD and Harry, trying to make them seem crazy so no one will believe them.

Fudge feels threatened. He is angry with DD and Harry because the things the say could harm his political career. As he continually denies Voldemort's return, he becomes more and more irrational and gives Umbridge more power at Hogwarts to try and keep Harry quiet and get DD out of the way.
