Didnt Hagrid say Grawp was the smallest of all the giants and the others were picking on him and that why Hagrid brought him back to Hogwarts with him. But he is definatley a pure giant, just small for a giant.

Grawp is full giant; his mother and father were both giants, while only Hagrid’s mom was a giant.
