It's easy...

Go into your "profile" section
Scroll down until you see "Select Avatar from gallery:"
Click on the "Browse Gallery" button.

Then select a moving avatar.

Or you can upload one from your computer. You can find some good ones on the internet. Just right click and save onto your computer.

Well, a moving avatar is a picture in gif. format, so if you want a moving avatar, you have to go to google and type in (name) gif, and you'll get it most likely.
