You know, I asked my mom the same thing going to see the 5th movie. He had left Quirrel as a 'spirit' in the first, then he was a 'memory' of Tom Riddle from the diary, then he wasn't in the third so who-knows-what he was, then he had a 'baby' form at the beginning of the fourth.

My mom said that Wormtail must have created some kind of potion to give him at least a temporary solid body (the baby form) and somehow Vold figured out that he needed Nagini to nurse him while he was in that form. So that went on for a while until Harry finally got into the graveyard. It was being nursed by Nagini that made him so snakelike by the end of the fourth. Another reason for being so snake like is that the snakepart of his soul must have been in Nagini, so in drinking her milk he probobly got some of his snake soul into him.
