From my readings in the first book, he uses his powers with the umbrella, but only for little things? I mean everytime he goes to use it, he asks Harry not to inform the MoM about it.

Well, Hagrid was framed, got expelled which led to his wand being taken away. Even after they found out it wasn't really Hagrid, a lot of damage was already done. The Ministry is never too proud to admit any of their mistakes.

The story of Hagrid is following:

He was a student of third year in Hogwarts. He had a spider called Aragog. It was fifth year of Tom Riddle and found out that he was the hier of Slytherin, he was Hogwarts head boy and before Slytherin prefect, Riddle was a smart boy and probably one of the best Hogwarts student there ever were. Anyway Riddle opend Chamber Of Secrets and basilisk killed Mouning Murtle so if Hogwarts didn't find the person responsible for the death of Mouning Hogwarts would be closed so Riddle blaimed Hagrid and his spider Aragog so Hagrid was expelled but they didn't broke his wand. He has his wand is his umbrella. What happend 50 years later you all probably know. Also I should mention that Riddle later put his horcrux into his diary. Riddle was later called Lord Voldemort.

But Hagrid was never very good at magic anyway. So whether he can do it legally or not now isn't the real issue. He was doing all his stuff anyway and never got caught now he can do it and still never get caught. Not a very big deal.

Mynameiskerry_xo has a good point on the Ministries deniel that it makes mistakes. It could, but doutabley, be that he had never finished his training and therefor not be qualified to use magic. It would kind of be like taking a full grown man and just give him a license when he's never driven befor. Total chaois. I still leen more to the Ministry with holding by pride.

It wasn't the umbrella he used. It was the pieces of his wand hidden in teh umbrella.

That's how I thought it was too, that the broken pieces of his umbrella were inside the arm of the umbrella.

I know I've see the explanation of why Hagrid wasn't officially cleared to do magic again.....but you know I think he really was because he became a magical beast teacher - didn't he have to use magic to do stuff with them...I don't really know though for sure.

He definitely didn't get a new wand.

Maybe because he was half giant the MOM didn't want him to be allowed to have a wand.

Just speculating here...

Hagrid was allowed to do magic officially again after CoS, when he was cleared.

"World Exclusive Interview with J K Rowling"
South West News Service
July 8, 2000

Quote:
Q: Since Hagrid's name was cleared in Book 2, will he ever be allowed to do magic openly again ? (Jan Campbell)
A: He is allowed. He has been allowed to do magic openly ever since he became a teacher but because he was never fully trained his magic is never going to be what it should be. He is always going to be a bit inept.

Quote:
Softballchicky32: What is the extent of Hagrid's magical powers?
JK Rowling replies -> Not great! He can do magic to a fairly basic standard and occasionally surprises everyone (himself included) by bringing off more impressive bits of magic. Of course, he is somewhat hampered by the fact that his wand is broken and disguised as an umbrella.
