i know he might be RAB.. but who was he and what would he have to do with it? Thanks

Regulus Black was Sirius's brother. He became Volddemort's minion but when it became too much he backed out. Needless to say, he was shortly killed. However, it's a theory that he took the locket before being killed and left Voldemort the message in the fake Horcrux.
