I'm not saying she "fell in love" in a romantic sense but I think there is something to all this. There are so many mentions of love potion, Mrs. Weasley admits to making it in GoF in the Great Hall towards the end and Ginny is sitting right there. Her brothers made love potion, she was interested in how it worked. She smelt just like the love potion he smelt in Slughorn's class, which could have just smelt that way because he liked Ginny but then again, maybe it's just the other way around?
She wants to get close to him all these years so that she could do Voldemort's bidding. I truly think this.

Harry has been in the burrow many times...Ginny could have done something to him there but she hasn't. And why didn't she get Harry when they were alone on the grounds or anything like that? Waaaaaay out there. Interesting though.

Because... Harry is the Dark Lord's the finish!
This is a major plot hole in the entire series, there is almost always someone who could have just killed Harry and been done with it, but they don't, do they?

the problem is ginny only talked to 16 year old Riddle not full grown voldemort. if she approached him he'd kill her on site. I don't see how she'd be in contact with him.

I've never heard that argument before. Harry needs someone sane to date. He also needs someone strong enough to stand up to him when he's being moody and he can talk to when he's being depressed. Ginny fits all of these requirements, Luna fits none.
