I dunno if something like this has already been posted, but...
What if Percy really isn't loyal to the Ministry?
What if he is one of the Order's inside men?
He was really close to Fudge. He'd know everything that goes on in his office. Who he talks to, what the talks about, what he is planning, ect.

know. if he was he wouldn't have stormed out of his house. did you see the way he acted when he went to see his family with the minister in the 6th book. he didn't want to see his own family. hes ignorant, and proven wrong and just don't want to admit his family was right and he was wrong.

^ i think hes right, Percy doesnt seem the guy to work so hard just to be a spy, although he was a prefect for Dumbuldore so it could have started then.I can't think of many reasons for him to be a spy.But Harry had the chance to spy for the ministry at christmas and he didtnt, and dumbuldore was happy about that, so i dont think Percy would have been a spy.
