If I remember correctly, in Harry's name with money from his own vault.. which would be the Black vault? In which case isn't it strange for that vault to be used?

We don't know how, just that they did meet.
(Pg 267 of PoA) Sirius talking about Crookshanks: "He recognised Peter for what he was straight away. And when he met me, he knew I was no dog. It was a while before he trusted me. Finally I managed to communicate to him what I was after, and he's been helping me.."
You really have to reread PoA.
