hm... in the ministry... as shown in the movie.... there were too many people... sorta like a train station more than a ministry

LMAO! Sweetie, that was the point.

Daniel Radcliffe even said it in an interview... which I can't find, but I think it was in Entertainment Weekly...
There was supposed to be a parallel between the two worlds.

Both were below ground, but further below ground there was another world, just like the muggle one, with everyone going to work, just like above them. The two worlds were supposed to mirror each other.

It was like that in the book, too.
