House elves can't be given clothing or they'll be set free.
In all the pure blooded homes house elves do all the house work.
So how does the laundry in pure blooded homes get done if the house elves can't do it and most pure bloods wont do it? and who does the laundry at Hogwarts?

The house-elves do the laundry at Hogwarts. The students don't own them. I don't think that's really the only reason, though....

I wonder if it has to do wit the intent... When a wizard gives a house-elf laundry it has to do with the intent of the giving process. When a wizard gives clothes to a house-elf to wash, they're not giving it to the house-elf for keeps, just for washing. As when Kreacher cleaned off the coats by the door in Grimmauld Place in DH.

Dobby says in CoS that his owners are careful not to even pass him a sock... that could be just because the Malfoys have to be extra careful because of everything Dobby knows.
