She was some girl who may or may not have had a non speaking part part in PoA. She was in, like one film and if she was in any of the others she didn't gget credited for it. Either way, they started searching for a new Lavander Brown in early July.

is she white? because in the third movie she was black.

I don't think they'll be using the same actress as the one in the third movie...because I've read some where they were doing an open casting call for the part.

No picture has ever been confirmed who this Jennifer Smith person is...
The person you are thinking of might be Paravti Patil... obviously the girl was recast as was the girl playing her twin.

Some people think it was that random girl standing in between Ron and Hermione during that famous hand-grabbing scene in PoA. But that actress was in GoF, too. So she might have played Lavander Brown, but was recast.
