From what i read Regulus wasn't that brave, but if he did manage to find and destroy a hocrux belonging to Lord V then he must have been clever, wouldn't it then be careless if he left said object in his house where dear cousin Bella could have found it and posibly snitched?
Do you not remember Dumbledore telling Harry that LV most likely did not tell ANYONE about his Horcruxes.
Dumbledore also said that it was unlikely that LV would go looking for them because he thought that no one would be able to find them or get them. _________________
Perhaps R.A.B. is professor Binns. Dumbledore wants to keep these bad teachers (Binns, Trelawney) around because they know information. Or at least information unknown to them might be extracted from them.

Whoever RAB was, he/she did expect to die. So I think we can safely assume that he is now, dead. But we are making an assumption here.

I think you're right, that locket does now sound suscipious.
