Most of them joined so they too could gain power the only death eater who would not do that is belatix who if asked by the dark lord would commit sucide to keep them happy.

Barty Crouch, Jr. was definitely top of the loyal tree, but I'm pretty confident in saying Bellatrix was the absolute most loyal to the end. She would go to any length and abide by any command for Voldemort.
