I don't think that elves can be to dangeourise to Hogwarts, unless in big numbers, but I don't think they should be aloud to appart inside Hogwarts.

clearly houseelves can apparate anywhere if u have read dh they apparate eout of malfoys. plus they discovered this in dh and even talked about it
