i think severus is just cold....not angry
bellatrix is troubled and evil
remus is a werewolf besides that i don't think he had a major temper
sirius was alone most of the time and cooped up in his parents old house, and he was wrongly accused of a crime that he had to spend 13 years in azkaban for. he has the most right to have a temper. though i don't really think of him with a temper

Out of those 4... I'm going to have to say Bellatrix. She seems very unstable to me.
Then again, Snape lost his temper and let the m-word slip to his best friend.
Lupin never lost his temper... And I don't think Sirius has so much of a temper as he just makes rash and hasty decisions.

I have trouble saying that Bella has a temper, I think she's just psychotic. The person more likely to have some particular event set them off, it would be Sirius. If you mean who is constantly angrier, Bella.
